The Prophet is reported to have said, 'Do not harm yourselves or others.' Furthermore, tobacco is unwholesome, and God says in the Qur'an that the Prophet 'enjoins upon them that which is good and pure, and forbids them that which is unwholesome." In the same report, the Grand Mufti of Oman concludes: "Smoking and sale of tobacco is prohibited by Islam." Overall, the World Health Organisation concluded that all the leading Muslim officials involved were in agreement that "smoking was haram or at least strongly abominable." The WHO quoted the Prophet Muhammad saying "do not harm yourselves or others" and prohibiting his followers from "what is bad and impure" as well as a verse in the Qur'an that translates as: "Do not kill yourselves or one another for Allah has been most merciful to you." Verses relating to extravagance, wastefulness and squandering wealth were also quoted to support the idea of a ban on smoking
